PESSI Contribution Rate Pakistan 2026 — Employer Guide

PESSI (Punjab Employees Social Security Institution) is the Punjab provincial social security scheme covering medical care and related benefits for insured workers. It is separate from EOBI (which is federal and covers pensions). Employers operating in Punjab with 5 or more workers are typically required to register, in addition to EOBI. Here is what to know for 2026.

Who must register

Any establishment in Punjab employing 5+ workers earning up to the insurable wage ceiling defined by PESSI. Sindh has SESSI, KPK has KPESSI, Balochistan has BESSI — each is a separate provincial scheme. If you operate across provinces, you may need to register with multiple provincial institutions.

Contribution rate (2026)

PESSI contribution is paid by the employer only — there is no employee deduction. The rate is a percentage of the insurable wage per insured worker per month. Check the current PESSI website (pessi.punjab.gov.pk) for the latest rate, since it is revised periodically.

EOBI vs PESSI — common confusion

Many small businesses confuse the two:

  • EOBI — federal, covers old-age pensions, employer + employee both contribute
  • PESSI — Punjab provincial, covers medical care + related benefits, employer-only contribution

You typically need to register for both if you are in Punjab with 5+ workers.

How to register with PESSI

  1. Get an Employer Registration Number from the nearest PESSI office (online application available)
  2. Register each insured worker — CNIC, joining date, designation
  3. Each worker gets a Social Security number
  4. Begin monthly contributions via designated banks
  5. File monthly returns by the due date

How payroll should handle PESSI

  • Per-employee PESSI number tracked in the HR record
  • Monthly contribution auto-calculated on insurable wage (capped at the ceiling)
  • Employer-side liability shown on the books (not on the employee's payslip — it is not their deduction)
  • Monthly return data exportable in PESSI's required format

Common PESSI mistakes

  • Assuming EOBI registration covers PESSI — it does not
  • Calculating contribution on full salary instead of insurable wage
  • Forgetting to update worker registration when someone is promoted above the insurable ceiling
  • Cross-province operations registered in only one province
  • Missing monthly returns and incurring penalties
